Founder & President

Robert Warren

Robert Warren is a trusted senior executive consultant and public safety leader with 35 years of combined service across the military, education, and policing. In 2025, he founded Veritas Collective Ltd., where he supports organizations across sectors to enhance leadership, strengthen governance, resolve conflict, and drive performance.

Robert previously served as the Deputy Chief Constable of the Saanich Police Department in Victoria, British Columbia, where he provided executive oversight for the operations and administration of the organization including front-line public safety service delivery, major crime investigations, community engagement, human resources, and professional standards. During his career, Robert gained significant investigative and interviewing experience as a Major Crime Detective, Professional Standards Investigator, and Discipline Authority. He also served for over ten years as a Hostage and Crisis Negotiator and Critical Incident Commander in Greater Victoria.

Robert's work has consistently focused on leading in high-risk, high-consequence environments and strengthening and modernizing the systems that support effective and efficient service delivery, prioritize employee health and well-being, and enhance public trust and confidence. A committed advocate for trauma-informed leadership, Robert has first-hand experience leading initiatives that build organizational resilience and supporting individuals and teams through exceptionally challenging times.

Before policing, Robert served as an Officer in the Canadian Armed Forces and worked as a Secondary School Teacher in the Saanich School District. Robert has received numerous awards and commendations for his leadership and public service, including the King Charles III Coronation Medal for exemplary service to Canada.

Executive Director

Rachel Warren

BA, BSW, MSW

As Executive Director of Veritas Collective, Rachel brings more than 30 years of investigative and senior leadership experience focused on administrative fairness, service excellence, and systemic improvement across the public sector.

Rachel previously served as Executive Director of Intake and Investigations at the Office of the Ombudsperson of British Columbia, leading province-wide intake, investigations, and early resolution of complaints involving over 1,000 public organizations. In this role, she led complex and high-profile investigations, developed policies, processes, and investigative strategies to ensure administrative fairness and strengthen quality of service, and managed multidisciplinary teams responsible for timely, fair, and impartial complaint investigation and resolution.

Rachel also served as the Manager of the BC Ombudsperson's Public Authority Consultation and Training Team, where she led the development of the Prevention Initiatives Program — an internationally-recognized, proactive and innovative program focused on collaborative service improvement across BC's public sector. She led her team in producing best-practice guides, educational webinars, policy guidance, and practical tools that help public sector organizations strengthen administrative and procedural fairness in their processes, decision making, and service delivery. Rachel is known for translating complaint trends and investigative findings into strategic policy, legislative, and program improvements, and for advancing accountable, trauma-informed, and culturally safe service delivery.

Rachel's early career included 20 years of frontline social work experience across various sectors including child welfare, adoption services, and acute care. She also held clinical and executive leadership positions in the non-profit sector. Rachel has presented nationally and internationally on preventative ombuds practice, administrative fairness, and collaborative service improvement.
